Donna Berry serves as the Chief Engineer and Deputy Director for Project Delivery at the California Department of Transportation (Caltrans), where she provides executive oversight for the planning, design, and delivery of the state’s transportation infrastructure. She directs six headquarters divisions and leads a statewide team of over 11,000 professionals responsible for delivering a capital improvement program valued at more than $5 billion annually. Her leadership drives the development and implementation of statewide policy, technical standards, and project delivery strategies for one of the largest and most diverse transportation networks in the U.S.
With nearly 30 years of experience spanning project development, program management, and interagency coordination, Donna is recognized as a technical authority in transportation asset management and performance-based delivery. She has advanced data-driven, cost-effective solutions that have positioned California as a national leader in optimizing limited transportation funding for maximum impact. Donna earned her Bachelor of Science in Civil Engineering from the University of California, Davis.
